The First, Second, Third, Fourth, and Fifth Annual Summits on English Language Acquisition
Under the aegis of The No Child Left Behind Act, Barrera Associates was selected to manage and organize more than 1,500 summit participants for the U.S. Department of Education.  The annual Summit is designed to resource and train the administrators, educators, and parents of the five million English language learners in our public schools today.  The Summits directed the required annual assessment of English acquisition and academic achievement for every limited English proficient student in the U.S.  Held in Washington, DC, the Summits are sponsored by the Office of English Language Acquisition, U.S. Department of Education. 

Barrera Associates annually designs an on-line registration system, a participant database, and manages the conference including the various aspects of pre-and post conference activities.  Activities and tasks include coordinating top leaders at the U.S. Department of Education and leading national authorities in the areas of English language acquisition, early language and literacy development, and academic assessment.  Barrera Associates negotiates with the hotel, collects registration fees, records conference proceedings, and collection and analysis of participant feedback.

Staff Retreat for the Office of English Language Acquisition, U.S. Department of Education, Washington, DC
Barrera Associates organized and planned the office retreat through meeting room selection, obtaining activity supplies, selecting and organizing banquet services, and providing onsite logistical support for the entirety of the event.    

Title III State Education Agency Directors and Territories Annual Meeting, Washington, DC
Keeping expenditures to the minimum necessary to accomplish program objectives, Barrera Associates managed and organized the annual meeting of Title III State Education Agency Directors and a separate Territories Meeting in Washington, DC under the prescription of Title III of the No Child Left Behind Act.  Barrera Associates staff provided pre-meeting, on-site coordination and post meeting tasks, including planning negotiations with the hotel, and the participants.

Title III State Education Agency Directors Meeting, Las Vegas, Nevada and Kansas City, Missouri
Barrera Associates managed and organized meetings of Title III State Education Agency Directors in locations outside Washington, DC under the prescription of Title III of the No Child Left Behind Act.  Barrera Associates assisted the client in selecting sites only after evaluating cost differences of at least three prospective locations. The selection process identified opportunities to save costs in selecting a particular conference site or the timing of the conference. Barrera Associates staff provided the client with negotiated contracts with various hotels, pre-meeting, on-site coordination and post meeting tasks, including regular communication with participants.

Promotional Materials for the Institute for Education Policy Studies
Barrera Associates was selected to design promotional materials for the Institute for Education Policy Studies.  Our work includes the ongoing design and production of brochures, fact sheets, folders, flyers, and promotional materials for the Institute.

Monograph Series for the Institute for Education Policy Studies
Barrera Associates provides ongoing support to the Institute for Education Policy Studies in the graphic design and production layout of a series of Monographs.  Students enrolled in the Graduate School of Education and Human Development’s education policy studies program have had, as one of their culminating activities, the preparation of a policy analysis paper. The students select topics that are the subject of current discussion and are key to improving education in the United States. As a result of the quality of the students’ work and the timeliness of the issues addressed, the education policy faculty publishes four of the best papers. This monograph is part of an occasional paper series highlighting policy analyses written by students.

National Clearinghouse for English Language Acquisition & Language Instruction Educational Programs (NCELA), The George Washington University, Washington, DC
Barrera Associates was selected to provide seminar, and conference logistical support to the Clearinghouse on behalf of the Department of Education. The Clearinghouse collects, analyzes, synthesizes and disseminates information about language instruction educational programs for English language learners and related programs. It is funded by the U.S. Department of Education's Office of English Language Acquisition, Language Enhancement & Academic Achievement for Limited English Proficient Students (OELA) under Title III of the No Child Left Behind (NCLB) Act of 2001. 

Center for Equity and Excellence in Education, The George Washington University, Washington, DC
Barrera Associates was selected to design, edit and product layout a series of Center documents related to Promoting Guiding Principles, six principles that assist school communities in creating optimal learning environments for limited English language learners. To date these principles have been used by thousands of educators throughout the country. In 2005, Barrera Associates was selected to update and provide graphic support for the Guiding Principles.

Conference Management Support – Bilingual Education Research Coordination Council
Barrera Associates was selected to provide conference management support services for federal advisory boards dealing specifically with limited English speaking educational issues.  The support included arranging meeting space, travel accommodations, conference agenda and materials, technical support on site, and subsequent proceedings of the meetings.

Best Practices in Supporting Women’s Entrepreneurship in the United States: A Compendium of Public and Private Sector Organizations and Initiatives
Barrera Associates was selected to provide contractor support services on a special initiative and research on the subject of initiatives, which foster the growth of women’s business ownership. The report profiled twenty-four selected organizations that provide support for women-owned businesses in the United States. The report was presented at an international conference of women entrepreneurs of the Organization of Economic Cooperation and Development (OECD).

Mentoring in the Business Environment
Barrera Associates was selected to provide contractor support services on research and other studies for the U.S. Small Business Administration. The effort, overseen by the National Women's Business Council, included research and tasks specific to determining the availability of mentoring resources to women who want to launch their own enterprises or grow existing firms into larger businesses. Barrera Associates prepared a report after researching the existence of a significant national infrastructure supporting the growth of women-owned enterprises. The Report presented what mentoring resources the U.S. business infrastructure provides for women entrepreneurs. Barrera Associates has launched an in-depth literature search and dialogued with organizations that focus on women's enterprise and mentor-sponsoring programs.

Department of Defense Education Activity Safe Schools Project
Barrera Associates was chosen to collaborate with The George Washington University, Washington, DC, on the development and maintenance of a Department of Defense Education Activity (DoDEA) Safe Schools Project website. The effort sought to respond to the questions and concerns raised worldwide by DoDEA teachers, librarians, counselors, administrators, and parents who are active participants in improving DoDEA schools. The site provided DoDEA personnel with salient daily news updates, articles, resources, and links to material focusing on 11 topics identified by DoDEA as pressing and relevant. With the assistance of the University of Hawaii, the site allowed DoDEA to join on-line professional consultation and collaboration (PCC) sessions with colleagues and experts around the world. The site provided DoDEA with a Safe Schools Library, searchable database, archive, and list of frequently asked questions for research on the following eleven topics, Anti-bullying, Behavior Management, Character Education, Conflict Resolution, Gang Prevention and Resistance, Hate Prevention, Life Skills, Parental Involvement, Substance Abuse Prevention, Suicide Prevention, and Mental Health Support.

Barrera Associates was selected to provide program support services to the Environmental Regulatory Affairs Group in New York City and Washington, DC.  Technical services included attending meetings of various federal science advisory boards, meeting with the staff of various federal agencies, preparing meeting reports, preparing analyses on various environmental issues, and providing technical expertise on a variety of federal environmental programs.

Barrera Associates was selected to provide support services to the US Environmental Protection Agency’s Office of Water program through a subcontract with the Cadmus Group’s facility in Newington, Virginia.  Barrera Associates was responsible for preparing a report on the status of state biomonitoring systems in the United States.

Safe Drinking Water Act Summit of Environmental Infrastructure Authorities
Barrera Associates was selected to organize and manage the logistics of a conference on state water infrastructure financing tools. The attendees were state and community leaders involved in trying to fund local water infrastructure needs. The conference, held in Austin Texas, provided an opportunity for state and local authorities from twenty states to communicate with national private sector funding organizations.The conference was one of the first opportunities for national experts on infrastructure financing to meet with state officials.

Environmental Training for Minority Communities
Barrera Associates was selected to develop a curriculum and manual for training minority communities to conduct fact finding of environmental information. In addition to developing the curriculum, Barrera Associates delivered the two-day training to federal staff as well as an evaluation of the training. The training was designed to assist communities in Texas and Tennessee to research and find environmental information about their community.
